State Roundup: Startup Grants for Young Women in Bihar, New MSME Schemes in Bihar and Goa
In short: Three October updates from the states:
- Bihar’s Beti Startup Challenge Yojana will back 2,100 young women with ₹50,000 to ₹2 lakh each to start a business.
- Bihar launched its MSME Policy 2026, which plans support for 9,500 women among 45,000 new entrepreneurs.
- Goa approved a Chief Minister’s MSME Innovation Scheme 2026 that extends startup benefits to non-IT businesses.
1. Bihar Beti Startup Challenge Yojana
State officials said on 12 October 2026 that the scheme will select 2,100 women, mainly female students and young women with business ideas. Each will get financial help and incentives of ₹50,000 to ₹2 lakh to start their venture. The application process and dates haven’t been widely published yet. Watch the Bihar Industries Department and Udyami portal announcements, and your college’s incubation cell. A short, clear business plan with costs, first customers and a 12-month target will help when applications open.
2. Bihar MSME Policy 2026
Chief Minister Samrat Choudhary launched the Bihar MSME Policy 2026 at a Patna event on 8 October. He said the state aims to connect one crore families with entrepreneurship. The state cabinet gave it formal approval on 28 October, along with a Chief Minister’s MSME Cluster Development Scheme 2026. Highlights reported so far:
- Local buying: 25–40% of government procurement to come from products made in Bihar. This could open state buying to local units.
- New entrepreneurs: 45,000 being developed under the state’s MSME scheme, with ₹3,500 crore of spending. They include 9,500 women, 14,000 from SC/ST communities, 10,000 from extremely backward classes, 9,000 young people and 2,500 from minority communities.
- Same event: instalments were transferred to more than 7,000 beneficiaries of the Mukhyamantri Udyami Yojana.
Detailed incentive amounts weren’t in the first reports. Check the full policy on the Bihar Industries Department website before you plan around it.
3. Goa: CM’s MSME Innovation Scheme 2026
Goa’s cabinet approved the scheme on 28 October 2026. It extends the benefits of the state’s startup policy, which used to be largely for IT startups, to non-IT startups, including micro, small and medium enterprises. The state’s Start-up and IT Cell will register and classify eligible businesses. Amounts, eligibility conditions and the application process haven’t been announced. If you run a food, craft, wellness or manufacturing startup in Goa, this could make you eligible for support that used to go mainly to tech companies.
Why state schemes matter
Central schemes such as PMEGP and Mudra get most of the attention, but state schemes often give grants rather than loans. They also tend to have fewer applicants and a closer link to local buyers. If you’re outside Bihar and Goa, check your own state’s industries department and rural livelihood mission. Many states run women-specific grants, interest subsidies and exhibition support that are rarely advertised.
How to find schemes in your own state
- Industries department: look for the “schemes” or “policies” page and the latest industrial or MSME policy PDF. Incentives for women are often in an annexure.
- District Industries Centre (DIC): the DIC general manager’s office handles most applications and can tell you what is actually funded this year.
- State rural livelihood mission: SHG members and rural women’s enterprises get support for loans, branding and stalls at fairs like SARAS.
- Startup cell: most states have one. Many now accept non-tech startups, as Goa now does.
- Your bank’s MSME desk: state interest-subsidy schemes often work through banks.
Before you apply, keep these ready: Udyam registration, PAN, Aadhaar, bank statements, a short project report, quotes for machinery or equipment, and photos of your work or premises.
